Local authorities should contract out their websites

Large parts of the public sector have failed to engage with their customers on the Internet, and will not succeed with e-government targets unless they join together to get better deals, a leading expert said this week.

Writing in Public Finance, Lincolnshire County Council's former head of IT, John Serle, said public bodies are obsessed with image, and continue to push promotional rather than helpful websites.

He added: 'Websites created by in-house teams are all too often of a poor standard.'

Serle suggested the public sector contracted out its web development to specialist media companies.

'There is a powerful argument for this approach. Staff with the skills that are needed are in high demand and short supply. By using an agent, public bodies can share the cost and shorten the time it takes to get their systems operational,' he stated.
