Best Value bouquets and brickbats for Scottish councils

Some Scottish councils are lagging behind in the Best Value regime, according to the Accounts Commission in Edinburgh.

In a report published this week, Making Progress with Best Value, the commission reviews 96 services, three from each Scottish council. Among those awarded gold stars are Dundee City, City of Edinburgh, North Lanarkshire, Perth and Kinross, Renfrewshire, Scottish Borders and South Lanarkshire.

But others reviewed are said to be falling down on options for service delivery, cost and quality, keeping budgets to agreed priorities, and management reporting.

'We welcome the progress being made by councils,' said commission chairman Ian Percy. 'We are, however, concerned about progress on option appraisal. This means challenging current ways of providing services by looking at alternatives – which may be in-house, with partners or external provision.'
