Cabinet Office minister Ian McCartney said ministers would in future have to take a strong role in overseeing and scrutinising major IT projects. Suppliers would have to produce detailed plans to show how they could deliver projects.

Whitehall teams will work with teams of independent experts to make sure projects are 'safe to go ahead'.

The recommendations are the first results of a Cabinet Office inquiry into last year's Private Finance Initiative disasters, chaired by McCartney. Home Secretary Jack Straw blamed Siemens Business Services, the main contractor, for the problems.
