At least half of the largest housing associations must have female chief executives by 2010, according to the Housing Corporation.

Women make up nearly 70% of the housing workforce, but only 13% of the 200 largest associations are headed by a woman.

Unveiling Leadership 2010, an action plan to increase diversity, Jackie Green, HC's assistant chief executive, said RSLs must recognise the business case for improving diversity.

Under the leadership programme, bursaries will be offered to women and people from black and ethnic minority backgrounds, while existing chief executives are to be encouraged to act as mentors.
