Edinburgh, Lothian, Borders and Fife councils are proposing to pool services to save millions of pounds.
Edinburgh and Fife are already in partnership over joint procurement. Suggestions include: roads maintenance being provided across local borders with one authority taking the lead; staff working from the buildings of other councils; and the introduction of a single payroll system and human resources service.
