A business consultancy has called on the public sector to overcome 'cultural and procedural' barriers to improve policy delivery.

The Deloitte report, Bold moves, published on June 24, suggests policy implementation would be improved by more effectively managing the performance of staff.

Using interviews with senior human resources staff and managers with delivery responsibilities in local and central government, the report identifies three areas where capability could be improved.

A spokesman for the company said: 'Interviews conducted by Deloitte found that many public sector organisations had either identified poor performers, but were prevented from taking action by cultural and procedural barriers, or they had not yet taken steps to identify any poorly performing individuals or teams.'

The report recommends that performance management be improved and professionalised to instil better accountability. It also called for a workforce strategy to look at skills required 'in-house' and those 'acquired through partnerships'.
