Edinburgh is set to go ahead with its controversial congestion charge scheme after an independent inquiry ruled in its favour.
The City of Edinburgh Council's scheme proposes two cordons, an outer ring operating in rush hours and a 7am-6.30pm zone covering the city centre.
Council leader Donald Anderson said: 'Everybody agrees that doing nothing is not an option. This is an opportunity to create a world-class transport system.'
The proposals will go before a council meeting on December 9 before a referendum early in 2005.
The weekday scheme is expected to generate around £740m for public transport improvements.
