The Welsh Assembly has been slammed for having a 'local authority mentality' and not promoting 'experimental policy-making' in a critique by a Cardiff academic.
The report, Second term challenge, has been produced by Professor Phil Cooke, director of the centre for Advanced Studies at Cardiff University, for the independent think-tank the Institute of Welsh Affairs.
Cooke argues that the Assembly needs powers equivalent to the Scottish Parliament if it is to improve. 'Wales is moving towards per capita GDP of 75% of the European Union average, the threshold at which eastern European entrants will qualify for special assistance,' he said.
