Money for housing management and maintenance is to be redistributed from London to the north of England.
The Office of the Deputy Prime Minister said that new formulas for paying £3bn worth of management and maintenance allowances to English councils will be fairer.
They will take into account the government's greater emphasis on tackling deprivation, low demand and antisocial behaviour.
Although the formulas will take effect in 2004/05, transitional funding will mean that no council should lose money for at least two years.
But Gwyneth Taylor, programme manager for housing at the Local Government Association, said councils in London might still see it as a cash freeze.
