Social services struggle to keep up

The councils with the most successful social services are those that accept the need to make fundamental changes and not cling to traditional methods, according to the sixth annual report from the social services joint review team.

Tracking the changes found that local authorities that had not adapted were suffering as a result. The report said that modernisation meant switching from using institutional buildings to providing services for people in their own homes or communities.

It said: 'Councils that have opted out of difficult decisions over the past few years are now paying the price – with escalating costs, budgets tied up in buildings which do not meet standards, inflexible responses to users' needs and struggles to address new pressures.'

The report, published by the Audit Commission and Social Services Inspectorate of the Department of Health on October 16, stated that councils are delivering social services in an increasingly onerous environment.

Public expectations are rising, there is a shortage of qualified staff and the Association of Directors of Social Services has reported a projected overspend on social services of £1bn in 2001/02.

Sir Andrew Foster, controller of the Audit Commission, said: 'The tendency of some councils to avoid making tough decisions is hindering progress and leading to further problems such as spiralling costs. This is a crucial issue that needs to be tackled sooner rather than later.'

Denise Platt, chief inspector of social services,added: 'Councils should not be afraid to challenge and make radical changes to the way they have delivered their services in the past if they are to meet the public's expectations.'
