Byers and Mowlam promise to simplify council rules

Two senior government ministers have set out to find a cure for the plague of form-filling and local government is due to be one of the chief beneficiaries.

Cabinet Office minister Mo Mowlam and Trade Secretary Stephen Byers announced on November 15 a new push to modernise and simplify government regulations.

Each department will be asked to charge one of its ministers with the task of regulatory reform. Mowlam herself will chair a ministerial panel which will also include Lord Haskins, chair of the Better Regulation Task Force.

'A lot of progress has been made, but getting regulation right means a culture change across the whole of government,' Mowlam said. 'That includes local government. A new team has been set up to look explicitly at the burdens central government imposes on local authorities, and on doctors, teachers and other public sector workers.'
