Bennett confirmed as Monitor chief executive

David Bennett will take over as permanent chief executive of the health watchdog Monitor from November 1.

Bennett has been Monitor’s interim chief executive since March 2010 and chair since March 2011. He will remain in the role of chair until a new appointment is made by the secretary of state.

Monitor, currently regulator of NHS foundation trusts, takes on an expanded role as sector regulator for all NHS-funded health care services from April next year. On November 1, it will gain powers to begin preparing for this change in role.

Confirming Bennett’s appointment today, Monitor’s deputy chair, Stephen Thornton, said he had done an ‘excellent job’ leading the regulator over the past two-and-a-half years.

‘During that time he has overseen Monitor’s transition, preparing to take on new roles and responsibilities, while also maintaining Monitor’s reputation for competent delivery,’ Thornton said.

‘The non-executive directors of Monitor are delighted that David will take this role on a permanent basis. This means the organisation will continue to have the top quality leadership that is vital during a time of significant change, and can implement its new regulatory regime in a timely and efficient manner.’

Health Secretary Jeremy Hunt added that Bennett was the ‘right person’ to take the organisation forward in its new role as sector regulator.
