Hathorn wins public finance innovation prize

Mike Hathorn has won the annual Sir Harry Page Award for excellence in technical innovation in public finance for 2011.

It was presented by CIPFA president Chris Bilsland today in recognition of Hathorn’s work as chair of the International Public Sector Accounting Standards Board., a post he held from 2007 to 2009.

The judges said that it was largely due to Hathorn’s commitment that the programme of public sector accounting standards came to a successful conclusion in May 2010.

They were particularly impressed by his success in developing the Rules of the Road, which enabled the conversion of international financial regulatory standards into public sector IPSAS standards, taking advantage, where appropriate, of good practice in the commercial sector.

Bilsland said: ‘The work that Mike has done on IPSASB is of truly global significance. Its success is already apparent from the increasing take-up of the standards internationally.’

Hathorn said he was delighted to receive the award, which recognised ‘the important global contribution of IPSASB to better management through the adoption of accrual accounting and greater accountability through transparency in financial reporting in the public sector’. 

The award has been made annually since 1969 in memory of Sir Harry Page, a former CIPFA president and city treasurer of Manchester.
