The London Borough of Barnet plans to operate a business model similar to budget airlines such as EasyJet and Ryanair.
The council will provide only the basic services for free. It will charge for extra services that were originally provided as standard, including, for example, larger bins.
The scheme has been unofficially called ‘EasyCouncil’ by a spokesman.
Mike Freer, council leader, said: ‘Some things will be cheap and cheerful and in other areas we will provide complete services.’
A spokeswoman for EasyJet told Public Finance that ‘imitation is the greatest form of flattery’ while Ryanair claimed that, if the plans went ahead, Barnet would have the ‘most efficient service of any council in Europe’.
