Public and professional bodies can play a major role in restoring trust, incoming president Roger Latham told the CIPFA conference yesterday.

Launching the CIPFA manifesto in his opening address, Latham said trust had been badly damaged by the banking crisis.He added there was a need to reassert ethical and governance frameworks based on strong and principled standards.

"CIPFA is well positioned to talk on the issue of trust because, as a professional accountancy body, that issue is at the heart of our activities," he told delegates.

"Both public and professional bodies need to be guided by an understanding that they hold their role within society because they possess knowledge and beliefs which they intend to use, in trust, for the benefit of others."

He went on to reassert the role of the chief financial officer saying they must be more than the "servants of management".

"CIPFA members are at the heart of our organisations, shaping strategy, driving performance, maintaining the good governance practice and high standards, which are the bedrock of public confi dence," the president said.
