Home Secretary Jacqui Smith has promised an evidence-based debate on the economics of immigration.

Addressing delegates at the Trades Union Congress in Brighton on September 11, Smith said measures had been introduced to 'make sure that migration is managed properly' as the UK economy continues to expand.

'We've set up the Migration Advisory Committee to advise on where Britain needs migration and where we don't, so that we can conduct our national debate about immigration with respect — and on the basis of evidence, not anecdote,' Smith said.

Local authorities have been urging the government to consider the full impact of higher immigration rates, claiming that cities such as London and Birmingham have insufficient central government grants to cope with growing demands on services such as housing.

Smith also promised to improve the Border and Immigration Agency's services to migrant workers.

'I will examine how the BIA can help everyone who gains a work permit to learn about their employment rights — including the value of joining a trade union,' she told delegates.
