The controversial chair of the Committee on Standards in Public Life, Sir Alistair Graham, was finally replaced this week – by a temporary incumbent.

Rita Donaghy, who also chairs the arbitration service Acas and is a former president of the Trades Union Congress, takes over in a climate of uncertainty about the committee's future.

Last month, the committee expressed concerns that no arrangements had been put in place following Graham's departure. But after assurances from the government, they have accepted the interim arrangements.

But a spokesman for the body told Public Finance: 'The committee is looking for the appointment process to begin as soon as there is a new prime minister in place.'

Donaghy will serve until the end of the year, with the understanding that she will step down should a permanent chair be appointed before then.

Opposition MPs suggested that Donaghy's short-term appointment called into question the government's commitment to the committee and its work.

Liberal Democrat leader of the house spokesman David Heath said: 'Ministers were warned… that the position would need to be filled, so it is astonishing that no arrangements have been put in place. This raises serious doubts about whether the government is committed to supporting this crucial constitutional check.

'After all, Sir Alistair has paid the price for being a thorn in the flesh of the government.'

Reports had suggested that Graham was effectively sacked, but he has said he had only ever intended to serve a three-year term.
