Fewer than one in five social landlords offer digital TV to all their tenants, according to a government survey.

Although 59% of local authorities and 47% of registered social landlords have started to upgrade communal TV systems, the Department for Culture, Media and Sport is urging them to move faster.

About 90% of landlords who have started to upgrade expect to complete the work by 2012 — the expected switch-off date for analogue TV — but of those who have not, a third are waiting for the picture to become clearer.

Broadcasting minister Andrew McIntosh urged landlords not to wait until the last minute, as the digital switchover would happen 'sooner rather than later'.
