Private Finance Initiative projects are still hampered by poor design and a new, 'smarter' model must be developed, the Royal Institute of British Architects has warned.

The influential professional body says the procurement model needs to be overhauled to ensure that public sector bodies are more involved in the design process. This would ensure project specifications meet service and user requirements.

The institute is launching a 'comprehensive review of the PFI' and this week published two models for consultation among members, public sector bodies and the construction industry.

Under the first, public bodies would have responsibility for the initial design, while contractors would control the detailed design, funding and construction.

The second would involve selecting a preferred bidder, with a joint project team of clients and contractors working out the final specification.

Riba president Jack Pringle said: 'Rebuilding the public estate happens only once in every two generations, and we're determined to leave a legacy of good design.'
