More than 7 million parking tickets were issued in 2003, generating almost £1bn for local authorities.

A survey by the RAC found that Brighton and Hove Council was the most enthusiastic dispenser, issuing 161,194 tickets in 2003. Close behind were Birmingham, Manchester and Liverpool, which each dealt out more than 100,000 tickets.

RAC spokesman Philip Hale said: 'It's all too easy for motorists to see themselves as a soft target. We need to… make sure parking enforcement is focused on safety and congestion, not revenue.'

However, motorists received a boost this week when a law came into force requiring car-clamping firms to be licensed and abide by a code of conduct.
