The education and training provided by a Merseyside council has been praised as outstanding by inspectors.
Knowsley education authority received the first 'outstanding' grade from Ofsted and the Adult Learning Inspectorate in recognition of its improved GCSE results and ensuring more teenagers stay on in education.
Education minister Kim Howells paid tribute to the 'superb' report. 'Participation, achievement and choice have all significantly increased,' he said.
In 2004, Knowsley won the Public Servant of the Year education team award for securing a transformation in school performance.
