An 'alternative Lyons inquiry' to examine the next phase of local government modernisation and its implications for councils' finances and functions is to be launched by an influential think-tank.

An 'alternative Lyons inquiry' to examine the next phase of local government modernisation and its implications for councils' finances and functions is to be launched by an influential think-tank.

The New Local Government Network, run by former local government minister Chris Leslie, is to conduct its own year-long review, which it says will 'set the pace' for the wide-ranging Lyons inquiry.

Leslie said it would take an in-depth look at issues such as the community leadership role of councillors; new structures for local accountability; and the case for further decentralisation of power to authorities.

He added that alongside 'functions, form and finance', the NLGN would also consider 'fairness', which should be 'the fourth pillar of local government reform'.

The think-tank will publish interim papers on service delivery and powers, spending and taxation, structural change, and social justice over the coming months.

These will form the basis of the final report, to be published ahead of the Lyons inquiry report next autumn.
