Labour in Scotland is to consider increasing the Scottish Parliament's powers.

The party's policy-making body has been asked by First Minister Jack McConnell to discuss the distribution of functions between Holyrood and Westminster. The issue will be considered in the run-up to 2007's Scottish parliamentary election.

Any change would require Westminster's consent.

The party is expected to look at areas currently reserved to Westminster, including firearms, benefits, drugs, immigration and foreign affairs.

A Labour spokesman said that eight years post-devolution was an appropriate point to consider whether changes could deliver better results for Scotland.

The Scottish National Party has consistently argued for more powers that would lead to independence. Local Tories also believe there is a case for Holyrood gaining autonomy for setting its own taxes.

However, McConnell is said to be against this.
