Welsh Secretary Alun Michael, first minister in the new Assembly, said he was making £19m available each year to deal with waiting lists and £21m over the next three years to help the NHS to meet health and safety standards.

'I have made clear my aim of restoring NHS Wales to financial balance and ending the practice of lending money to some authorities,' he said.
